Can my deck be repaired, or should it be replaced?
Repair it if the frame — joists, beams, posts, ledger — is sound and only the decking and rails have gone. That is resurfacing, and it is common. Replace it if the frame is rotten, the footings are heaving, or the ledger is attached with nails and no flashing, which is how most old decks were built and why most of them fail at the house.
What is ledger flashing and why does it matter?
The ledger is the board that attaches the deck to the house, and the flashing is what stops water getting behind it into the house wall. Old decks were built without it, and the result is a rotten rim joist inside the wall that nobody sees until the deck sags. Checking and fixing the ledger is the first job on any deck repair.
